Do I need a work permit to work in Croatia?

It depends on your citizenship: • EU/EEA and Swiss citizens: NO permit needed. You can work freely in Croatia. • Citizens of Serbia, Bosnia, North Macedonia, Montenegro, Kosovo, and other non-EU countries: YES — you need a residence and work permit (under the 2021 Aliens Act). Important: seasonal work in hospitality and tourism has a separate, simpler procedure — the permit is typically issued within 30 days if the employer files correctly.

How long does the procedure take?

For seasonal work: usually 15–30 days if everything is in order. For year-round work: 30–60 days, depending on the job category and the annual quota set by the Croatian government. Quotas for 2026 are published at the end of 2025.

Who files the application — me or the employer?

THE EMPLOYER. As a worker you cannot apply on your own. The employer files with the Croatian Employment Service (HZZ) and the Ministry of the Interior (MUP) after hiring you. That is why the first step is finding a serious employer who knows the procedure and is willing to arrange the permit.

What documents are required?

Standard document set:
  • Valid passport (minimum 6 months validity)
  • Employment contract or letter of intent from the employer
  • Certificate of no criminal record (not older than 6 months)

Can I come to Croatia and then look for work?

Is the seasonal permit different?

Who pays the permit fees?
